Former Rep. Kay Granger of Texas, a longtime Republican appropriator and the first woman to chair the House Appropriations Committee, has died at 83. She served in Congress for nearly three decades after a term as mayor of Fort Worth. Colleagues in both parties praised her work on defense spending.
