Merz pledges €1.3 billion in Ukraine aid as Russia strikes Kyiv

German Chancellor Friedrich Merz announced over €1.3 billion in military and energy aid in Kyiv, the Associated Press reports. President Volodymyr Zelenskyy said 15 agreements worth over €8.5 billion were signed and Ukraine was ready for proposed US technical talks with Russia. Another Russian strike damaged the Northern Bridge, wounding two according to the mayor; Moscow’s response to talks remains pending.
