The Senate voted 53–47 on opening debate on a Republican bill restricting lawmakers’ stock purchases, short of the 60 votes required, The Guardian reports. Republicans said it would restore trust in Congress. Democrats objected that members could retain existing portfolios and that the measure included voter ID rules. The bill has not become law.
